Dora to take credit cards to pay fines - Daily Mountain Eagle

DORA - The Dora City Council agreed Thursday to get a credit card system that can allow remote payment of fines, as well as credit card payments at City Hall. 

"We only take cash and money orders as payments on fines," Mayor Randy Stephens told the council Thursday. Councilman Chris Edwards was absent.

"There is a credit card company (GovPortal, a payment technology company) that goes with MSG. That's the software that we use (for court software). So it is integrated with MSG, and and it allows people to pay out-of-state, online, here in the office with a credit card," he said. "Sometimes it might be a person in trouble who owes a fine, and they have a relative out of state who wants to pay on it, but they don't trust that person with any money, so they just want to put it on the credit card." The payer can log into a computer remotely and pay the fine. 

Stephens and the council agreed the person paying the fine should also pay the extra 3.5 percent that is charged to the city for the service. 

He said the service is not mandatory but is an option for payment. 

"We think it will help us to collect some fines and payments we wouldn't get any other way," he said. "Many times people will show up in the office with a credit card and we have to send them away to the bank to get cash." 

The system, including the equipment, will not cost the city any money, he said. 

Stephens said the system will likely take a month to set up. A training session will be held online. 

In other action, the council: 

• Noted one bid was received on a patrol car the city is selling, but the bid didn't make sense to Stephens, saying "10" without explanation. The council agreed to repost the sale of the vehicle again. 

Earlier in the month, the council declared as surplus a black 2015 Dodge Charger pursuit package police engine with 91,200 miles with a rebuilt engine put in this year. It is a 5.7L HEMI engine.The car will be sold by sealed bid with a minimum price of $10,000 required and the right to refuse all bids. Stephens said the computer sensors on the vehicle has had problems. If the vehicle is sold, the city will spend up to $125 to remove police graphics from the vehicle. 

According to the bid notie, a bid form must be filled out and submitted in a sealed envelope. Bid forms may be obtained at City Hall. 

Stephens said the new bids will be opened at the next council meeting, which will be on Thursday, July 8, at 6 p.m.

• Agreed to contribute $500 as a corporate sponsor to the Back-2-School backpack event, with half coming from the city and half coming from the golf course. The event is sponsored by the Sumiton Church of God. Stephens gave council members a copy of a story about the event from the Daily Mountain Eagle. 

• Heard from Stephens that a final inspection is set for the Commerce Avenue project will be on Monday. 

• Heard Stephens noted the City of Lights Dream Center has been approved for several state-funded Head Start programs, including a 3-year-old class and two 4-year-old classes, using certified teachers. The programs will be free of charge, with no tuition or fees. "This is really a big deal for the City of Dora and for the people in Dora who have youngsters and can't afford to pay to send their kids to First Baptist or Aldergate Methodist or some other private daycares or pre-K. They can go to the City of Lights and get the same level of teaching that they could in a private daycare or a private Kindergarten," Stephens said. He said one can go to www.cityoflightsala.com to tell how to register. 

"We're blessed to have something like this in our city," Stephens said. "It's not just for the City of Dora. It's for the whole area." 

The Daily Mountain Eagle is scheduled to do an interview at the facility about its services after the Fourth of July holiday.
