In August, the Office of the State Comptroller approved 1,439 contracts for state agencies and public authorities valued at $1.4 billion and approved more than 18.9 million payments worth more than $14.7 billion. The office rejected 137 contracts and related transactions valued at $149.5 million and more than 14,800 payments valued at more than $8.9 million, primarily for mistakes, insufficient support for charges, and improper payments. Major Contracts Approved

Department of Agriculture & Markets – New York State Fair

  • $2.5 million for cleaning management and staffing services including $1.4 million with KTG Illinois LLC, and $1.1 million with Green Meeting Ninjas Inc.
  • $1.4 million with Eastern Paramedics for emergency medical and ambulance services.

Department of Environmental Conservation

  • $9 million with Land Remediation Inc. for remedial construction at the Town of Frankfort section of the Erie Canal in Herkimer County.
  • $2.9 million with Labella Associates DPC for remedial construction at the Kingsbury Landfill in Washington County.
  • $2.7 million with Envirotrac LTD for remedial construction of the former Crown Dykman Dry Cleaners site in Nassau County.

Office of General Services – Design and Construction

  • $3.9 million with Lupini Construction Inc. to repair masonry and replace doors and windows at Peekskill Armory in Westchester County.
  • $2.3 million with Wilkins Mechanical Inc. to replace cooling loop piping at Elmira Psychiatric Center in Chemung County.
  • $2 million with Butler Construction Group Inc. to provide municipal sewer connections at Rockland Psychiatric Center Hudson River Campus in Dutchess County.

Office of Parks, Recreation and Historic Preservation

  • $39 million with RP Oak Hill Building Company Inc. to replace the Visitors Center and renovate the Administrative Building at Niagara Falls State Park in Niagara County.
  • $1.8 million with ZN Construction, LLC for zoo exhibits rehabilitation at Bear Mountain State Park in Orange County.

State University Construction Fund

  • $23.2 million with Consigli Construction Co., Inc. for interior renovation of the Schuyler Building at University at Albany.
  • $18.4 million with DiPasquale Construction Corp. for renovation of Hewitt Hall at SUNY Oswego.
  • $5.9 million with FAHS Construction Group Inc. for renovation of the Miller Building at SUNY Cortland.

State University of New York

  • $6.3 million with Telco Construction Inc. for renovation of Building 50 at Buffalo State College.
  • $2.6 million with Michael Anthony Contracting Corp. for renovation of Heritage Hall at SUNY Maritime.
  • $2.4 million with C&S Technical Resources Inc. for expansion of Four Seasons Farm at SUNY Morrisville.

Department of Transportation

  • $45 million with Wurts Bridge Constructors LLC for rehabilitation of Wurts Street bridge over Rondout Creek in Ulster County.
  • $5.6 million with James H. Malloy Inc. for reconstruction of Route 5 in Montgomery County.
  • $5.6 million with Posillico Civil Inc. for surface treatment on Meadowbrook State Parkway in Nassau County.
  • $5.4 million with Transit Construction Corp. for rehabilitation of six bridges in Westchester County.

Major Payments Approved

Tax Refunds and Credits

  • $262 million for 115,833 personal income tax refunds.
  • $150.8 million for 24,128 corporate and other tax refunds.
  • $66.9 million for 90,732 property tax credits.

Office of Children and Family Services

  • $89 million under the Child Care Stabilization Grant to provide financial relief to childcare providers to help cover unexpected business costs associated with the COVID-19 pandemic and to help stabilize operations so that providers may continue to provide care.
  • $22 million to childcare providers for the Essential Worker Scholarship grant program to provide care for children of essential workers.
  • $2.5 million for purchases to support the COVID-19 pandemic response, including IT equipment and software maintenance and support.

Department of Civil Service

  • $277.8 million to CVS Caremark to provide pharmacy benefit services for the Empire, Excelsior and Student Employee health plans.
  • $35.4 million to Beacon Health Options Inc. for benefit services for the Mental Health & Substance Abuse Program for the Empire Plan.

Department of Corrections and Community Supervision

  • $2.7 million to support the COVID-19 pandemic response.

State Education Department

  • $598.1 million in excess cost aid to 667 school districts.
  • $498.2 million in BOCES aid to 37 organizations.

Empire State Development Corporation

  • $2.2 million to Binghamton Urban Renewal Agency for a portion of costs for constructing a new parking garage and improvements to a current surface lot.
  • $1.2 million under the Small Business Recovery Grant Program.
  • $1 million to NFNY Hotel Management LLC for a portion of the costs to renovate the former Days Inn Hotel into a Wyndham Garden Inn Hotel in Niagara Falls.

Gaming Commission

  • $9.9 million for gaming revenue distributions from the Tioga Downs, Rivers, Montreign and Del Lago casinos to 26 local governments.
  • $7.5 million for tribal-state compact payments to Cayuga, Chenango, Cortland, Herkimer, Lewis, Oneida, Onondaga, Oswego, and Otsego counties.

Office of General Services

  • $7.2 million for hourly-based IT services, including $2.1 million to Knowledge Builders Inc. and $5.1 million to 26 other vendors.

Department of Health

  • $39.6 million for purchases to support the COVID-19 pandemic response, including administrative and clerical services, temporary staffing and ambulance services.
  • $25.8 million to Maximus Inc. for assistance with the Health Benefit Exchange, including insurance enrollment and call center operations.
  • $10.6 million to Maximus Inc. for the operation of the COVID-19 hotline for New York State.

Division of Homeland Security and Emergency Services

  • $2.1 million for purchases to support the COVID-19 pandemic response, including medical supplies and materials.

Office of Information Technology Services

  • $5.1 million for purchases to support the COVID-19 pandemic response, including services for cloud computing and hardware and software installation.

Department of Labor

  • $4.9 billion for payments under the Unemployment Insurance, Pandemic Unemployment Assistance, Federal Pandemic Unemployment Compensation, Mixed Earner Unemployment Compensation, and Lost Wages Assistance programs.
  • $227.4 million for the Excluded Workers Fund program.

Office of Mental Health

  • $1.9 million for purchases to support the COVID-19 pandemic response, including clinical and laboratory services.

Division of Military and Naval Affairs

  • $1 million for purchases to support the COVID-19 pandemic response, including food and drink and vehicle rentals.

Office of the New York State Comptroller

  • $8.3 million to Non-Entitlement Unit local governments from funds made available through the federal Coronavirus Local Fiscal Recovery Fund to mitigate the fiscal effects of the COVID-19 public health emergency.

State University of New York

  • $9.8 million for purchases to support the COVID-19 pandemic response, including administrative and clerical services.

Office of Temporary and Disability Assistance

  • $312.8 million for the Emergency Rental Assistance Program.

Department of Transportation

  • $1.6 million to National Railroad Passenger Corporation (Amtrak) for design and construction of the Hudson Line Positive Train Control System.

Other Payment Rejections and Other Cost Recoveries

OSC rejected tax refunds and credits valued at more than $2.4 million. The Comptroller’s auditors also recovered nearly $365,000 from vendors owing debts to the state.

Cumulatively through August for calendar year 2021, the Comptroller’s office has approved 11,062 contracts valued at $159.4 billion and has approved nearly 163.2 million payments worth more than $147.9 billion, including more than 147.5 million unemployment insurance payments valued at more than $41.8 billion. The office has rejected 1,026 contracts and related transactions valued at $4.9 billion and more than 102,800 payments valued at nearly $186.2 million primarily due to errors, improprieties or lack of documentation.
