As negotiations over the bipartisan infrastructure plan stall, Senator Bernie Sanders unveiled a $3.5 trillion reconciliation package. The proposal includes many popular measures that were left out of the infrastructure plan put together by over twenty Democratic and Republican Senators.
Sanders who has not been involved in the bipartisan negotiations voiced his concerns over the lack of progressive policies included in the package. In an interview with PBS, he spoke to the disillusionment many feel towards government saying, “there are a lot of people in our country, working-class people, who are losing faith in the ability of government to address their needs. And what we are doing is just that.
Measures that did not make it into the infrastructure bill including universal pre-K, free community college, and paid family leave are included in the reconciliation package. In comments made by Senate Majority Leader Chuck Schumer has aid that he would like to see these aspects of Biden’s family and jobs plan passed through reconciliation.
Is a fourth stimulus check included in the reconciliation package?
One measure notably absent from the reconciliation package is a fourth stimulus check. While Sanders and other lawmakers have not spoken directly about why money was not allocated for a direct payment, there is some evidence buried in the proposal.
Some of the measures included in the reconciliation bill will send money directly to US households.
The package includes funding to make the changes to the Child Tax Credit permanent. The bill would also ensure families pay no more than seven percent of their income for childcare and establish a paid federal family leave program.
These and the other components of the bill have vast public support and provide more sustainable support to families over one-off stimulus check payments.
Busy summer for Congress
On Wednesday 19 July, the infrastructure bill was brought to a vote in the Senate to begin debate. The measure failed as all GOP members voted it down, hoping to get more time to negotiate.
Sen Rob Portman of Ohio is leading the discussions for the Republicans and told ABC that the group was “about 90% of the way there,” but that they were having trouble agreeing on how much should be allocated for public transit.
Mark Warner, a Democrat working on the bipartisan bill said that the legislation could be ready by Monday for a vote. However, with various items still pending, no votes have been confirmed.
When is a vote on the reconciliation package expected?
In order for a reconciliation bill to be passed, Congress must first approve a budget resolution. A budget resolution includes instructions for committees to propose changes to the annual budget.
New York Magazine has reported that Leader Schumer and Speaker Pelosi hope to have the budget resolution passed before Congress’ summer recess in August. This would allow for staff to pull together the budgetary changes from each of the committees into a reconciliation package that could be voted on when members return to Washington.
Before lawmakers head home they would also like to have the bipartisan infrastructure plan passed which is why Leader Schumer has pushed the group of Senators to come to an agreement, quickly.
